NOTICE IS HEREBY GIVEN that the South Montebello Irrigation District (District, SMID) will receive up to, but not later than the time set forth above, sealed contract bids for the award of a contract for labor, materials, tools, and equipment for the above-named project. All bid proposals shall be made on the proposal forms furnished by the District and placed, together with the accompanying documents and security, in a sealed package addressed to the District’s General Manager at the above address. The Contractor shall submit its bid in a sealed envelope marked outside, “SEALED BID FOR THE SOUTH MONTEBELLO IRRIGATION DISTRICT, WELL 8, BLUFF ROAD BOOSTER PUMP STATION, AND PFAS TREATMENT SYSTEM - DO NOT OPEN WITH REGULAR MAIL” All bid proposals must comply with the requirements contained in this Notice and in the specifications and other contract documents.  All bids in apparent compliance with such requirements shall be opened and publicly read aloud at the above-stated time at the place of bid receipt identified above.

DESCRIPTION OF WORK: The Contractor shall furnish all necessary materials, labor, tools, equipment and other incidental and appurtenant work necessary for: the equipping of Well No. 8; construction of a new booster pump station; construction of an ion exchange PFAS treatment system; construction of sodium hypochlorite storage and feed system with storage building; construction of two (2) permanent diesel generators; construction of yard piping and vaults; construction of drainage piping; construction of electrical, instrumentation and controls improvements; construction of new electrical service; and all appurtenant work for a complete and operating system in accordance with regulatory requirements; the Contract Drawings and Specifications. 

OBTAINING CONTRACT DOCUMENTS: Contract documents for the above-referenced project may be obtained at the South Montebello Irrigation District office at 437 South Bluff Road, Montebello, CA 90640, for a non-refundable fee of $100, or $150 if mailed.  No bid proposal will be received unless it is made on the official proposal forms furnished by the District, is accompanied by an executed Non-Collusion Affidavit and is accompanied by cash, a certified or cashier's check payable to the District or a satisfactory bidder's bond in favor of the District executed by the bidder as principal and a satisfactory surety company as surety, in an amount not less than 10% of the bid amount, as provided in Public Contract Code Section § 20170 et. seq.  Should the bidder to whom the contract is awarded fail to enter into the subject contract, such bid security shall be forfeited pursuant to Public Contract Code Section 20172, except as otherwise provided in Public Contract Code Section § 20174.

MANDATORY PRE-BID MEETING: A pre-bid meeting will be held at 10:00 AM on Tuesday, February 3, 2026, at the District’s office at 437 South Bluff Road, Montebello, CA 90640.  Attendance at this meeting is mandatory.

SOUTH MONTEBELLO IRRIGATION DISTRICT RIGHT OF REJECTION OR WAIVER:  The South Montebello Irrigation District reserves the right to reject any or all bids or any parts thereof, and to waive any irregularities or informalities in any bid or in the bidding, and to make awards in all or part in the best interests of the District.

Questions on the project will be answered at the mandatory Prebid meeting on February 3, 2026 @ 10am.
